Who Needs Foundation Certificates?
Your Wildcat Inspections Team can help if your FHA/HUD, VA or Conventional loan officer is requiring a Permanent Foundation certificate.
You might require our services if you are a buyer of a manufactured home or home built on a pier and beam foundation that is getting an FHA, VA loan. This is needed when an FHA or VA loan underwriter requires a foundation certificate from an engineer. A foundation certificate shows that the manufactured home has been placed on a permanent foundation according to HUD standards. This requirement is becoming more common, even with conventional (private) loans.
The Engineer’s Certification specifies that the foundation comply with the HUD Permanent Foundation Guide for Manufactured Homes (PFGMH – HUD 7584). That is a requirement for all FHA-insured insured loans. Those types of government-backed loans, the foundation on all manufactured loans must meet a certain criterion of structural stability and an Engineering Certification is required.

Retrofit for a permanent foundation certificate

Every existing manufactured home can be retrofitted so that a permanent foundation certificate can be issued. Most engineer foundation certifications can be issued within 3 to 5 days, sometimes even faster. A 24 to 48 RUSH service is also available.
If the engineer determines after our inspection that the foundation is non-compliant to HUD standards, they will follow this general procedure:
- Issue a non-compliance letter listing issues that need to be resolved and recommend if a small retrofit or completely new design needs to be completed.
- If required, after a local contractor installs components to bring the foundation into compliance
- A post-retrofit review of the installed components might be required. Many times, this will include an on-site re-inspection that will incur additional foundation certification fees.
- If all the components have been installed according to the engineer’s recommendations, they will then issue a letter certifying that the foundation is complying and meets HUD standards.
